I am a foreign student in France and apparently I faced the same problem about Freewifi-secure. I can't speak French so I don't know how to get helps. Luckily I got advices here and rooted my phone and change my Mac address. It finally works!!
Thank you all and a little tip is you may change your Mac address several times(maybe 1 time change would still not work).
